ISSUE: Unable to save the documents library of the publishing site with content type enabled as a list template for reusability.
Temp Fix:
Goto "View All Site Content" and have a look at the description next to each
library. The ones that say "This system library was created by the
Publishing feature.." will have the "Save library as temlate" link hidden.
There is a dirty hack to work around this issue. Goto the "Document Library
Settings" page. You should see the URL address is
you will be able to save the library as a template. the link should look
like this "http://site url/savetmpl.aspx?List={GUID}".
eg.
http://XXX:100/sites/subsite/test/_layouts/savetmpl.aspx?List=%7B3DB26E53%2DE3F5%2D436B%2D8E49%2D7739466B68D2%7D
Note:
to get the url and the list guid, open the document library / settings / document library setting... you will see the url as below url in this url change the page from listedit.aspx to savetmpl.aspx with this you should be good to save the document library as template.

Obviously this is unsupported, but it works. I think you will run into
issues if you have WorkFlows bound to the Library.
I think there was an issue with WF having list IDs hard coded into them. But if you just want to create a template for document settings, Columns and views this works fine.
